20 limit on a motorway gantry?!

Can we just agree that all motorway managed speed limits and gantry signs are 100% utter wk?
On the way back from France last month we came past about 5 miles of flashing fog warnings on the M25 - mid afternoon, bright sunshine. Then on the M1 North 50 and 60 limits and "stay in lane Congestion" - traffic was very light on our side, but looked busy Southbound.
Over the years I've lost count of all the pointless and downright incorrect limits and "information" on these things.
On the way back from France last month we came past about 5 miles of flashing fog warnings on the M25 - mid afternoon, bright sunshine. Then on the M1 North 50 and 60 limits and "stay in lane Congestion" - traffic was very light on our side, but looked busy Southbound.
Over the years I've lost count of all the pointless and downright incorrect limits and "information" on these things.
checking that Google map image, Lane 1 is a dedicated exit lane for the junction, there is also a hard signage warning of possible queues.
Now I don't know that junction but bear with me, If there is a tight bend on the exit, then there might be a speed limit on there of 50mph. the HDS (Highest Displayable Speed)for that lane would be set 10mph below the speed limit ie = 40mph, now if there is a queue of traffic on that exit, MIDAS (Go google it) will automatically set the speeds down in usually in 2 steps, so with very slow / stopped traffic, you could see 20's on that lane. If that lane goes to another motoway (Like I said, I don't know the junction) and there was a lane closure virtually immediately, then the secondary signals could also set a 20 in that lane, to slow traffic before hitting the closure.

I have seen 20 limits displayed on the managed section of the M42 preceded by a series of gradual reductions more or less per Gafferjim's post.
This was because lane closures were about to be put in place yet the crew were still on the hard shoulder. Several miles of 20mph for no reason. Very
frustrating.
Contrary to various posts above there is no minimum enforceable limit on special roads though if someone cannot maintain appropriate speeds then action can be taken by requirement for am escort vehicle. But no defined numerical minimum limit which can then be dealt with as a summary offence in the same way as over permitted limit say.
No names no packdrill but one of the posters who speculated that there was a minimum limit would be quite rude if someone speculated in a similar incorrect fashion about the insurance industry.
