Ah a very good point - I'm unsure if he had a front plate, thinking about it I don't think he did.

It was facing oncoming traffic based on the position (right in-line with oncoming traffic in the outside lane) and the bridge would be too wide to shoot both ways.

Maybe he didn't get caught after all
