Looking at the picture, I'd say that the markings have been put on the road to help highlight the fact there is a high risk of oncoming cars traveling at high speed and so drivers should use additional caution when considering an overtake, but it is perfectly legal to overtake there!
Thanks everyone for the quick responses so it looks like the general thought is that i can overtake here as long as its safe to do so. The road in question is the A37 between ilchester and yeovil if it helps anyone above, there has been a few accidents along this road not on this section though and it does flood occasionally.

I hadn't thought of that, but if drivers, such as the OP, are reluctant to move into the hatched area then they'd be trying to pass the cyclist without moving over much. On balance perhaps the risk is unchanged.Gassing Station | Speed, Plod & the Law | Top of Page | What's New | My Stuff
