Does the SRA have any real power, and are solicitors likely to be bothered about a complaint against them ?

Yes, and it depends on the complaint. In an appropriate case, a solicitor can be referred to a disciplinary tribunal and struck off.

Can a complaint be made by someone who is not the solicitors client ?

A concern was raised to the senior partner of the firm who brushed it off, does notice have to be given to them before a complaint is made to the SRA ?

As a matter of interest, what is the complaint in relation to, if you weren't the client?

You can do it personally. Ask for their complaints policy and that will give a timescale and who will deal with any complaint. Then go to the SRA if not happy
