I think Gafferjim covered these scenarios in the fact that both I mention were due to a red X being placed (in the first instance on a slip road further up, in the second actually on the dedicated slip) and therefore the system sets all the preceding limits and signs.

There's two issues I have with the system doing this. 30 mph on a four/five/six lane carriageway is too slow unless there is actually static traffic - it's more dangerous when it's flowing to have 30's. Secondly, having a differing limits on the main carriageway throws confusion over what the limit is, you see people all move one lane right so they can go 20 mph faster!!! Which causes again, more danger!!!
