Very true. The other option is that it might be an emergency recovery of a broken-down but otherwise legal car, with all the implications for speed and distance.

My wife was being towed on a rope by the AA a few years ago. Steering lock came on (don't go there) and the car went straight ahead on the next bend and was written off.

Can't remember whether it went 50/50 or 100% her fault - but the claim certainly went on her insurance not the tow car.

Lucky nobody was injured as the car mounted the pavement at a crossing and ripped the pedestrian barriers up.
