Police car with no lights on.

Found myself stopped facing another car at a passing place on a single track road the other night. I had seen their lights coming, and thought they would have seen mine and pulled in, but instead they had driven forwards in the road to near the end of the passing place on their left. I thought it made more sense for them to reverse ten feet than for me to reverse 100 yards, so I sat and waited. It seemed to take a bit longer than I expected for them to realise I wasn't going to reverse, before they did, at which point I could see the side of the car in my headlights and realised that it was a marked police car. She (I think) did a slightly clumsy reverse into the passing place and I gave a flash of my hazard lights and passed. I did wonder if I now have a local WPC who doesn't like me

Please tell Me you don't honestly believe this to be true! (Assuming you mean whilst driving in the dark of course!)
You can legally drive in the dark on sidelights only (not DRL's!), on a road which has lit street lighting, but it is totally illegal to drive on a public highway in the dark with no lights on whatsoever!
