Regarding the belisha beacons, do you mean these?:

What Council have you ever had experience of that does this? I've had zero. And I've worked in local authorities for YEARS. I'm not aware of a single council employee ever getting a non-promotional bonus.
To the people frothing about all this, the crossings are not designed by the guys that specify their installation. Installations are heavily regulated, even before they're suggested for public use. Once designed, and pre-installation, they are fully safety-audited. And again, once installed. And then again, after it's been in use for a couple of months. And then AGAIN, after it's been in use for a year or so.
But there's no point saying all this, becuase one of the usual suspects will come along soon and say that it's all incompetence, deliberately trying to kill kids, blood on our hands etc.

Looks like the press are confused as well.........A behind closed doors decision by county councillors to award a Norfolk charity £700,000 to help tackle its pension deficit has been criticised as “scandalous” by opposition councillors.
Norfolk County Council agreed to make the award to Age UK Norfolk at a private meeting, with no members of the public allowed to be present, last year.
In the first sentence they are county councillors, in the second Norfolk County Council, If I'm confused it's with good reason

Might be ok in well lit areas but quite distracting when in low light areas.

That is why a Zebra crossing leaves it to the pedestrian to check before they leave the safety of the pavement.As the control freaks are slowly learning from the Pelican crossings, red lights are no guarantee that road users are going to stop either, and mindlessly displaying a green man as if the road traffic has stopped can give a false sense of security. So the idiots respond my making the crossings more and more complicated.
The central idea of pedestrian controlled crossings as opposed to zebra crossings is that it makes pedestrians wait, and keeps the traffic flowing up til the point at which the lights change, the traffic stops and pedestrians cross, usually in a bunch if it's a busy area (most PCCs are in busy areas). If ZCs were placed in busy areas there would be no reason for pedestrians to wait, and they would simply step onto the crossings forcing the vast majority of drivers to stop.
PCCs are about keeping the traffic flowing better in busy areas, alterations to PCCs are about making them even safer (as well as causing injuries, accidents on crossings severely mess up the traffic flow).
