Today I received by post a PCN which was generated by a CCTV enforcement car. It states:

"Contravention Code: 02J Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force"

To put it into context I was parked outside a 'Sainsbury's Local' on double yellows (yes I know i'm in the wrong, but that's not the point), 2 on 2 off. One of those Toyota IQ CCTV cars stopped and took a picture of the car and the "no loading" sign.

I thought the use of these Enforcement CCTV cars was made illegal earlier this year, and a quick Google digs this up... https://www.gov.uk/government/news/government-bans...

I've queried it with the council issuing the ticket (awaiting a response), but I thought I'd ask here as well.

I can't find anything to say this use of these cars has been banned, only that it is going to be banned.

Good luck fighting this, just try not to park on double yellows next time.

You should have got 2 PCNs, one for each offence.

If you look up Deregulation bill it seems to be at committee stage in the Lords.

I had this a year ago on a pay and display meter, they parked behind me while in my van appealed and won, go to the consumer action group forum best place for this.
There is guidance that cctv be used only were it's not possible to use wardens, look at the location on the ticket does it tally with the location as that what I won my appeal on

Did they commit the same offence as you in order to prosecute you ?

As far as I am aware they have no exemption from the law in order to enforce the law ?

If so I would look to challenge on those grounds .. As presumably you have evidence of them committing an offence for which they have no legal exemption.
