M3 50 limit

On the Westbound M3 last night I notice that the usual 50 mph limit is in place after you join from the M25. There's then a notice about the M3 being upgraded to a 'Smart Motorway ' ? Does anyone know what that is ? After the established 50 mph limit you see the usual pair of large NSL signs followed a little while later by a 50 mph reminder with a continuation of variable speed cameras. I take it the whole section down to Fleet is covered but why aren't the NSL signs ?

They are not repeaters they are terminal signs. So you exit the NSL and then enter a new 50mph zone. It's because they were moving the carriageway over bit by bit and that's how far they have got. It will all, I imagine soon be 50 mph from North of junct 2 all the way through.
