Why do you think you should be able to come to UK from Canada and just not pay congestion, parking etc if you don't feel like it?

It doesn't seem particularly reasonable.
I like the idea of getting away with these things if you can.

I wouldn't have imagined congestion charge penalties and speed penalties etc could multiply up in court fees etc as they'd never be able to be levied in the first place. However presumably they could all sit there pending and then be levied in one go once the RK was identified.

It just seems a bit off that a foreigner wants to come in and have the benefits of being in UK, but not pay any of the charges everyone else pays. I realise there is some slight hypocrisy there as there are one or two Spanish/Portuguese things that I don't pay that I realistically should though laugh I do pay the ones that I can do so easily though - I don't deliberately set out to be a bit scummy like the op here wink

If the OP is sensible then it would be very unlikely he will get caught - the odd transgression here and there, no worries.

Note that AFAIK a UK licence holder is not supposed to drive this car, even if they had insurance.

That is only an absolute statement in respect of EU-registered vehicles.
There is an HMRC dispensation for UK or EU resident persons who are named to the HMRC at the time of a temporary importation of the 'Means of Transport' not registered within the EU, into the UK (EU). See https://www.gov.uk/.../notice-308-temporary-admiss...
I had this last year with the temporary importation of a California registered Sunbeam Tiger by my American friend and I was named as a driver. The temp import permit named me as a driver. However, the owner had to be within the EU at the time I drove the car, which was a bit of an issue as he flew back to the USA for 4 weeks in the middle of the importation period.

We have a family meal in a lovely hotel in grassington, Yorkshire each Xmas. Last time there were loads of Americans in eating but weirdly they all semed to have driven, as the village had about 12 USA cars parked in, on usa plates. I was wincing for them trying British petrol in at our prices !!!!

Of course the village centre has parking for about one horse and cart so they were all having a right old time trying to park big yank stuff.

Anyway it must be fairy commonplace, I wonder if they were military civilians or something ???

Yes, probably from Menwith Hill near Harrogate, not far away. As part of their tour of duty, they get their cars shipped to the UK. Plenty of American cars (though normally on UK plates) in the area.

Oh, and they have many services on base where they pay $ rates. I am not sure if petrol is one, but I wouldn't be surprised.

In fact how I was even able to get insurance with foreign plates is because of companies that offer services to the US military. They were okay registering a Canadian non-military too. I do believe they have US-priced gas stations on base.
