Check tax/MOT status on here - https://www.vehicleenquiry.service.gov.uk/.If missing and council/DVLA/Police passing the buck, it might be worth a dated photo of car, with the data from the gov.uk site shown on it, and pass details councillor/county councillor/MP complaining that in an area with limited parking you have a seemingly abandoned car and Police/DVLA are passing the buck.

The DVLA subcontractors have vans with ANPR cameras at each corner of the roof connected to a database of untaxed vehicles inside the vans... Your favourite estate agent's vehicle can stay parked, it will hopefully be spotted by the moving ANPR - they do drive around towns looking for untaxed vehicles - unless DVLA eventually act on your report and send them out .Anyway, if it is on the road, is it insured? If so it must be taxed.
If it's not insured then it shouldn't be on the road - and if not insured it should be SORNed as well, so it (again) shouldn't be on the road.
Is it even registered to him? (This last question is rhetorical.)

It may be taxed as the system changed last year.Although he has an out of date tax disk on his vehicle he could have renewed the tax online and so will show that it is taxed on the system.I doubt it is illegal to display an out of tax disc as long as it has been renewed.Being an Estate Agent probably the sort of person who would not have an untaxed car on the road.

I don't want to talk to the guy face to face because I have a 15k car that I park on the same road. He wanted 3.5k for his hiace. If it turns ugly and/or heated, he has a 15k car to cause small but expensive damage to. He might not. But equally, he might.
Right now he doesn't know who I am beyond being a resident of one of the twenty houses on the block
It is a working class area in zone five of london. 350k for a three bedroom terraced house.
