LHere's a tweet sent by a civvy investigator, an ex inspector no less so you might think he would know better, in Gwent that was sent to the force Twitter account and also the Chief's account.

This individual seems to be clinging on to the last vestiges of power by following hard-working officers around and catching them out. Pity him.

Not a new problem. Saw a few of this sort during my service. Many seemed to get promoted to at least one rank above their level of competency. Academically clever, but entirely unable to deal with people or practical matters & frequently made matters worse as a result.
Still, I suppose you could say that by catching people with no hats on & hands in pockets that he would be a great chap to employ in his 'private investigations' business - although it does suggest he's not got a lot of business if that's what occupies his time
Don't see any problem with the officers in the pic - I generally took my hat/helmet off when inside premises.

If you go to the ttter post you will see another image where indeed they do have their hands in their pockets.I have dealt with a uniform 'issue' in the past. Member of my staff was accused of breaching uniform policy. Turns out they were breaching a part of the uniform policy that didn't exist...which was nice. I was however pleased to point out, after much study of the uniform policy, that no police officer at HQ was following the published policy they had pointed out to me. While it was a complete waste of time I was pleased to be able to point out that department's apparent shortcoming.
