You are right in the lovely pedantic sense that you seem to love. I take it as a given that when someone sells their vehicle that they will complete and send of the appropriate forms. If you believe everyone needs a process map that offshore operations would be proud of, then maybe, just maybe you are part of the issue around the dumbing down of this nation.

Nope. Insurance is not checked at point of purchasing tax any more. Legally the car must be insured and this is continually checked now, hence why it is no longer needed at point of sale of tax.
It is though physically possible to tax an uninsured vehicle. There obviously is no benefit in doing so though.
