Given my previous experiences with local offices and Swansea, you have a far, FAR higher chance of dealing with a sentient being at Swansea. Sorry, but...Having to send paperwork direct to Swansea now carries a much higher level of risk.

I found Cardiff DVLA local office very good to deal with when I imported two new UK specification cars from Germany and Belgium regarding registration from the transit plates to UK plates.When Luton closed, it took one week from a single phone call to Swansea to a new V5C lying on my hall floor.
Also when I put a private reg on my current car they were good and of course made the car look newer.
