Given my previous experiences with local offices and Swansea, you have a far, FAR higher chance of dealing with a sentient being at Swansea. Sorry, but...

When there was a local office in Beverley, I had Zero problems with them.

Likewise. I received excellent service from the Sidcup office (also Maidstone a couple of times).
Having to send paperwork direct to Swansea now carries a much higher level of risk.
Some things still can't be done online.

I found Cardiff DVLA local office very good to deal with when I imported two new UK specification cars from Germany and Belgium regarding registration from the transit plates to UK plates.

Also when I put a private reg on my current car they were good and of course made the car look newer.
