I think it is a range rather than a specific limit so 30-35mph rather than 30 or 35mph even though it means the same thing with out system considering there is not usually a 35mph limit anywhere.

Or, as a more subtle response, why not make up your own speed limit sign and switch them over one day. For additional comedy effect, you could make them up saying "90"...

When there is a limit change, I always thought it was necessary to have a sign indicating the new speed either side of the road. Is this the case here OP?
