The A720 Edinburgh City Bypass is classed as a Special Road in the same way as a motorway.

Prohibited classes of traffic are defined in the relevant statutory instrument. Agricultural vehicles are probably permitted to keep them out of the suburbs (since you can't really go along the south of the bypass at the Pentlands). Certainly a case to prohibit them during rush hour as happens on certain roads. Learner drivers are the other main difference to motorway prohibitions.

Incidentally there's no NSL defined for non-Motorway special roads (NSL is defined twice for cars - once for All Purpose roads and once for Motorway Special Roads) hence the 70 roundels on the bypass and the A1.
