While again I agree with your second point personally, we are dealing with the scope of human nature here so the situation is not that simple. Things that would make roads safer and free flowing for good drivers will not work for most, unfortunately techniques that work for the lcds do not make good drivers less safe. Finding the balance is not easy.
On reading, the publications mentioned - Manual for Streets and Manual for Streets 2 - don't actually show any such reduction in accidents.
They do show that drivers slow down for reduced visibility, and then use that fact to predict a reduction in accidents if visibility is reduced.

Have you read the TMS research and the TRL report as well? I haven't, btw. biggrin

However there is a significant distance between "read" and "understand" in your case
