They have been free to travel/live here for many years now as a member of the EU, their working rights came in January 2014.
And of course you don't have to be from the EU to emigrate to the UK wobble

The fine for no insurance is £300 minimum. Expect circa 300 and 9+ points.

At least 8 points for the 2 offences and a hefty fine hopefully.

Based in London I'm tired of seeing foreign cars & drivers ignoring the laws because they can't be bothered and seem to think that they don't apply to them.
Obviously it is only a minority but a large number use bus lanes and ignore other signs, drive without insurance or even a licence knowing that the resources are not in place to enforce any meaningful penalty.

I'd happily bet that the chap the OP is writing about knew full well we was driving uninsured but simply didn't care. The car should have been impounded at least.

Just as an update for all concerned

8 points and a £280 fine.

He thinks of this as a bit of a result, he has zero intention of driving here any time soon so the points are largely irrelevant to him.

From the gov web site:

Penalties for uninsured drivers:
The police could give you a fixed penalty of £300 and 6 penalty points if you’re caught driving a vehicle you’re not insured to drive.

If the case goes to court you could get:

an unlimited fine
disqualified from driving
The police also have the power to seize, and in some cases, destroy the vehicle that’s being driven uninsured.

No idea how it applies to Non EU licence holders, but I thought they had to transfer their licence to the UK or take the test?
