Looking for a bit of advice ,

I bought our elderly mother a small town car , registered it to her ,my sister and I are named drivers on her policy , car is infrequently used , taking it to get it MOT'd I was zapped by a gatso 41 in a 30

she received the NIP as she is the registered keeper , and did not know what to do with it , this was 08/04/15 .

when I eventually found out about it. I contacted local division ( police central ticket office ) and explained that I was driving the vehicle ,gave them my drivers licence details , and explained that I work overseas ( currently typing this in Dubai ) and was worried that if I put my address on it would sit in my post box un opened until I return . they suggested to fill out the nip with my sisters address with me as the named driver and write a covering letter explaining the circumstances and give both parts of my drivers licence to my sister with £100 to cover the fine once it arrived.

letter was duly sent with NIP on 01 /05/15 14:30 special delivery guaranteed to arrive sat 02/05/15 with signature , checked the tracking via post office and the letter was signed for 05/05/15

so the letter was delivered 28 days after receiving it , when it was guaranteed to arrive 25 days after posting
where do I and the registered keeper stand in this case ,
also my sister has not received any response to the original NIP or follow up NIP in my name for her to follow up the process ?

To an office which may not be open on a Saturday?

If you're worried about her getting a "failure to notify", I don't think it's very likely in the circumstances.

It might be a plan for your sister to take a closer interest in your mother's post.

NIP is not S.172. The driver has been named and the NIP will follow in due course. Not sure what you think is the significance of the 28 days?

you have respond with in 28 days our response was exactly on the deadline of 28 days although looking at the calendar NIP posted on the Friday guaranteed delivery before 1pm on the Saturday (office closed ) Monday was a bank holiday so closed letter received on the Tuesday

So, yes, the letter was received on the first possible opportunity after being sent.

This is why you shouldn't send things signed for, send ordinary post with proof of postage.

So without any evidence or trial etc they said the best bet was to give a false address and dont forget to leave £100, justice at its best.

Why not return the NIP with your address in Dubai on it, that would be the correct thing to do. Having said that your mother may well end up "falling down the stairs"

Your mother should reply to the S.172 stating that you were the driver and giving your address in Dubai. What has it got to do with your sister?

oh for goodness sake ,

didn't want to create a st storm for the old dear before I left , as soon as I learnt of the NIP I did all that was reasonably practicable to sort things out

if you put your address details on the NIP as the driver , that's where the NIP will be sent, so if i'd entered my address the NIP would be sat in my post box for 6 weeks

after discussing the issue with the local dept that issued the NIP , they suggested to get it sent to a relative , hence my sister who will kindly forward my licences and the fine once its received . the original query was regarding the delay in posting guessing that as I have proof it was sent before the 28 days it should be ok
on another note bloody hot out here 42 degrees !!!

Not sure an NIP needs to be followed up... it´s just an intention / intended, not warranted... I got one many years ago (for wheelying past a football crowd coming out of a match - yes I was young & daft once too tongue out) and, as I was working international rotation at the time, the bike etc was all registered at my old dear´s address. Plod followed up the NIP with a phone call to the old dear who told them I was away for a few weeks with work (which I was) - I never heard about it again... So to echo speedking I would also have said the same - the more hassle steps in the way the more likely they are to drop it :P
