Yes the lack of insurance would be the thing i'd find really upsetting in that situation

The guy is asking for opinions on if he should report something
I've got a fairly strong opinion that he should not, what is wrong with voicing that opinion?
or should we all circle jerk around saying yes yes think of the children, and report the crime pretending we never brake the rules.

The problem is, rather than pointing out WHY you think he shouldn't report it, all you've done is take the piss.

Secondly, driving at that kind of speed, down that type of road with no plates on is clearly the mark of a tt and should be reported. It's quite different to doing a couple of mph over a 50/60 limit out in the sticks.

We all break rules from time to time, however there comes a point where people can go too far.
