Mobile van in a 40 area reduced to 20 for no road markings

I've seen a number of these "20" limits and it annoys the hell out of me, its pure laziness by the resurfacing company not to bother cleaning the road after they've thrown the gravel down. Worst one was round Lincoln where a dual carriageway with NSL had a 20mph limit in circular red bordered signs. They are just having a laugh.
