This is usually sensible for 2 reasons.

LED's are extremely efficient at lighting.
Efficient in purely in the sense of electricity to light conversion, but the quality of the light is pretty awful. We've had LED streetlights fitted to our road recently and the colour rendition and generally visibility have both been markedly reduced. Speaking to the neighbours they all feel the same.

The led street lamps we now have took a little getting used to. In the end though I do find them more pleasant, somewhat like strong moonlight. I find the colour rendition better, however the contrast is not as good.

There is much less of a colour difference between the led lamps and headlamps so you do not get quite the same warning from approaching cars.

Better for urban amenity, not so good for drivers.

I used to travel that road every day and it's not a particularly fast road around where the school is located. You come off a roundabout then around a bend where to school is, not exactly high speed territory
What he said. Coming from Henley, you round a bend at no more than 40 and the school entrance is 100m ahead - there's plenty of time to brake for someone coming out of the school. Similar story coming the other way. No need for a lower limit at all.

Our old house was on a road that got LED street lights, everyone we knew there thought the lights were better to see with, weather driving or walking.

Hahahaha!!!!

Perhaps Osborne was cruising along the road one day and got overtaken rapidly by some chavs in a slammed golf... who knows why this is happening in austerity hit home counties. xD
