It's not illegal (opens can of worms!), I would just pass slowly and carefully in L1 with one thumb on the horn in case the muppet wakes up and starts to move over mid pass.

The issue here isn't the speed IMO.
Do 45 mph all you like, but stay in the 1st lane FFS!!!!

I don't see why you would. Have you people nothing better to do? Traveling is time wasted. You're moving from one activity to another. Traveling is not an activity in itself. To use more time than is necessary is to waste our only truly priceless resource.

Plus, of course, a lack of confidence or ability to this degree renders one perennially driving below the standard required and should be punished with a loss of privilege. Such behaviour by deliberate action demonstrates a lack of judgement of exactly similar stupidity and should be met with the exactly similar punishment.

How in the name of all that is holy do you consider yourself a perform head. Travelling for me is the pinnacle of time spent well. Time behind the wheel of the car I love, spending time on an activity that I enjoy. That is what I spend my, rather large amount of, hours commuting and sitting behind a desk to afford. I want to be nowhere else than behind the wheel of my car, whether it is in traffic or a nice twisty b-road. Travelling to me is time enjoyed, not time wasted.

Sitting in the middle while the inside is clear is plainly selfish. It causes congestion. If the selfishness can't be understood by the driver, then they're ignorant. Either way they should be told somehow.

I'm convinced people do drive around for the heck of it though.

Get on the M6 from Warrington area to Birmingham during the day (off-peak) and it's rammed with cars.

Where on earth are they all going? They're not all sales-reps going to meeting. OK, there's shopping in Birmingham, but would people from the NW go there in preference to Manchester? There's nowhere else significant on en-route.

Some call it travelling, other's call it driving for pleasure. Me, i'll start my car up and go out for a random drive because I get a thrill from it and I enjoy driving. Would I go 45mph on a motorway? No, but then you don't know the driver do you? He may have been old and cautious or his car may have had a problem... or maybe he just wasn't in a rush. There's no law to say you have to do an indicated 70mph is there..?
