Like Osito, I've only ever used fog lights once since I started driving in '95, mind you, at night driving along the back of Hamsterly Forest and with visibility down to under five metres at best they came in handy. I think I averaged about 15mph at best.
As it happens it was slightly misty this morning (we're talking visibility at well over a mile at the worst in the bottom of the valleys, made for a pretty sight looking down on the top of it) and only saw one car with fogs on (rears, take a guess at the manufacture of the car)... just outside Hartlepool, some twenty odd miles away with a slight haze in the air.

Both were 'chaved' up motors driving at night, clear skies with only sidelights on and their fog lights.

I see a good 40% of cars on the road at night with extra lights illuminated , also a huge number with odd numbers of lights ,1 or 3 .
I had a dip beam bulb failure on the way to Portsmouth last week and was pulled by the law within 2 miles , given a few words by the cop while I pulled the bulb out (on a modern sprinter van) but when I handed him the still hot to the touch bulb his attitude chilled and just asked if I had a spare (all our vehicles carry bulb kits ) ,on my way within 5 mins with everything working .
Surrey police do seem to try to do old style road patrols , they are the only ones I have seen consistently enforcing lighting regs , and also enforcement of lane discipline on motorways .
I do find some modern cars headlamps are too bright during foggy weather and during heavy snow fall , this is the only time I use fog lights but do find that most are next to useless .

That's why they have "leveling" adjustment knobs/wheels, two fat buggers in the back seat and cars with antique suspension systems (springs) blind the on coming cars....most people don't even know what that little wheel does !Some of us with a proper suspension system (HydroActive) never do that to others. With GD/Zenon bulbs etc, it should be standard to have auto leveling lights no matter what you put in the boot/rear seats.

I definitely think that DRLs are a good thing. Anything that makes cars more visible must be a positive.
I have the 'poor mans DRL' on my Vauxhall, just like a bigger version of a sidelight.

I remember the 60's well, we actually had quite a good footie team back then.
Basically if you still have your dipped headlights on with the fog lights, then you shouldn't need the fog lights because the range of the dipped heads is greater than the range of the fog lights.
If the fog is so thick that fog lights are useful, then you need to switch the headlights off and use only the fog lights.
