I could argue I've got any driver policy on my car, for anyone called LoonR1 and Mrs LoonR1 only.
Even if you had an any driver policy without age restriction, it still wouldn't cover a 14 y/old, or a banned driver, because if would be any driver with a licence to drive or who had held a licence in the past and was not disqualified from holding one. So all any driver policies have restrictions.
Any policy where you don't have to name the drivers is an any driver policy. Of course it can be any driver over 30, 25, 21, with a full licence for 2 yrs, or 12 months, or whatever terms they choose to impose and you agree to.

Hm out of curiosity, under 172 of the RTA 1988 you must identify the driver otherwise you will recieve 6 points and a £200 penalty. How is the law concerned if the offense commited in the vehicle carries a greater fine than that and no driver is found? Will the owner be taken to court over the initial offense and have to prove his innocence or will he be allowed to just stomach the 6 points and fine?
An example being if you where caught in "Dangerous Driving" terratory by a speed camera (i.e ~110mph+ in 70) and told the police it could be multiple people who have use of the vehicle and nobody owns up. What would the next move from the police do asides from hitting the owner with points and £200.

Firstly the car is clearly aware of the SPECS cameras in the roadworks and waits until they've ended before making his overtake. This does mean he missed a clear opportunity and is pretty stupid, as I'm sure he could've taken that overtake without risk of points. His subsequent overtake starts at the end of a solid white on your side of the road ending (it's a dotted white for the other side), at worst he crosses the solid white line by maybe half a car length which is technically dodgy, but certainly nothing to get worked up about.
During the overtake of both the car and lorry he does not cross any solid white lines other than at the start as already discussed. - do you know the owner or driver of the overtaking car?
- do you have any personal issues with them?
- have they possibly overtaken you on this stretch and you're seeking some form of revenge?
- why bother police with such a minor infraction? I'd liken it to driving at 60 in that 50 limit.

I can either send you photos of a car being dragged out of a river by recovery people (and even a copy of the v5 to show its mine) - or I can send you a copy of my driving license or docs showing I don't currently have any points and have a fair chunk of no claims.
Now I don't know why you have a chip on your shoulder. Maybe you just enjoy playing up on the computer. But this week I've had just about enough. I've crashed my car, I've quite seriously hurt my partner and I'm currently bleeding money paying for a hire car whilst I wait for a pay out for mine. So give it a rest.

ETA: not that rare and it also allows 16 year olds to drive her car (in accordance with their licence)
