That makes perfect sense. Some offences tell you something about driver behaviour and attitude. Drink driving for example. Although you may never drink drive again, the fact that you did it in the first place shows you to be someone who has little regard for safety, little thought for other road users, and you are someone who is prepared to take big risks.

A drink driver who has given up drink driving still has those traits in their character, and is probably far more likely to overtake when it's risky, or go thru an amber/red light.

I'm hoping it means folk that park in a disabled bay but actually have no right to park there.

What does speeding tell you about someones character? What can we conclude about the personality of people who have been caught speeding before and who no longer speed?

As an aside - can we draw different conclusions about someones character depending on how much they drink before they drive? I'm thinking someone who blows just over the morning after, will probably be a speeder - but someone who is 3 times the limit is more likely to commit dangerous driving or perhaps even hit and runs.
