Near me are some major roadworks currently involving a significant amount of earthmoving plant. The works are on both sides of an A road. A light controlled crossing has been established. The red traffic lights are used to stop main road traffic and then several large dump trucks cross the road. As these vehicles are not registered, are they breaking the law by driving on a road, even though they only cross it at right angles?

Not bothered by this, just interested if there is some sort of exemption?

This exact same set up is on the A6 just north of Lancaster. Nothing to add but I had the same thought... purely out of interest.

RTA 1988, S44 allows the Secretary of State to grant exemptions for "special vehicles" http://www.legislation.gov.uk/ukpga/1988/52/sectio...

And there are hundreds of Highways Agency generated SIs relating to sections of road as well as a collection relating to Special Vehicles/Types if you hunt around a bit in http://www.legislation.gov.uk/
