I would like to add that I understand the need to maximise the amount of spaces in car parks, but the bays in many of Epsom's car parks are not suitable for cars as large as mine, without inconveniencing other drivers, or risking damage to mine and/or other's cars.

I recognise that I have contravened the council's rules, however I hope that you understand that I would never do something like this with any malicious intent, or just to flout the rules with little, or no regard of others. I therefore ask for your leniency and request that you waive the PCN please.

I have attached photos from this morning with smaller cars in, showing the hatched area from a better angle to show that I was not parking in an area that would obstruct anyone's access. Note - the silver car is parked in an area that has a parking bay outline, but yellow hatching, therefore it is unclear whether you can park there or not, and this is what I assumed was effectively "dead space" in the car park.

I think you would be wasting your time appealing the ticket as you clearly did not park in the parking space and that is what you got the ticket for.Whether the yellow hatched area is a parking bay or not is irrelevant.Even though your car is large you could have parked within the bay quite easily.Just take it on the chin and move on.

and I wonder what the incredibly reasonable fine being initially offered is to cover the car parks couple of quid loss from only 1 income from two spaces whilst the OP was parked there........

Maybe just pay up and park better next time? The council could not care less if your car gets dented or scratched, it is on a sign in every council car park.
I used to drive a Jeep Grand Cherokee that was equally huge - if I couldn't find a wide enough space to park, I'd park it somewhere else.

Don't ask don't get, so the OP has nothing to lose by making an informal representation.

A local authority has discretionary power to cancel any PCN.
Very few of them use it though because they rely on the income to prop up their budget.
Especially now that central government keeps tightening the screw even further.

Unfortunately I reckon that TankRizzo will be proved correct.
Then it's either pay up within 14 days (and get the discount) or sit tight and proceed to Step 2.
Unless the OP can find some better ground for a formal appeal, all that will happen is it will cost him more money.

The OP might be bang to rights, but hasn't the PCN "fine" value got to appropriate to the loss caused by the parking?
