French speeding ticket - not the usual question

Ha - that got your attention so please read on smile

We moved into our house 15y ago

The old owners had a mail redirect and didnt leave a forwarding address - no immediate probs there

The issue is that for the last 15y we occasionally but regularly get foreign letters addressed to 'him' which we diligently return as "not at this address"

A chance encounter with a French speed camera and subsequent French letter of my own (ooh errr missus) last year now makes me pretty sure this guy is going on his jollys and renting cars out using his old ie my address on his driving licence with resulting immunity to speed cameras - besides what fee the rentals charge for giving foreign BiB his/my address

Top idea I must admit but what chance if any would there be of this wheeze ever catching up with him with foreign police, not to mention what is the penalty for having the wrong address on your licence here and what chance if any does he have of BiB here or there ever spotting it?

Obviously he should renew it every 10y and we've been here 15, so he would have had no chance to renew during his initial mail redirect and for it to still be valid

He could have the paper license as that has no renewal requirement?

Also - aren't the speeding tickets going to the V5 address as he would not have shown his license unless stopped?

My assumption is that they are hire cars, you could drive to France but some other formal looking letters have originated from a lot further away

I hired a car last week for the first time in ages and had to take 2 utility bills from the last 90 days, i assumed to counteract this very thing, so hopefully if he is, it will stop soon

If he's hiring cars, I'd presume he's using his credit card to pay for them. And the small print in almost any rental agreement says that they'll happily hit that if required.

And another one today from France again!

I really, really hope each one triggers an automatic debit on whatever card he used for the hire

There have been so many I just cant help thinking he's either completely stupid or scamming Johnny Foreigner's speed cameras

And naturally thats another year he still hasnt changed the details on his driving licence

We that's all very well if he has the same card, I swap my cards out on a regular basis also have different account for on-line, overseas purchases and vacation purchasing which only has enough funds to pay what I owe and no overdraught.
So if he does hire a car and after the initial hire is finished and paid how are will the rental company hit his card if the number is invalid ?
But like has been said unless they have his licence details I would say he is using your address for a free mail dump.
Perhaps open a few and point out to the sender he's no longer at your address, I mean mail does get ripped apart during postage sometimes smile

I would make a very good guess the person in question now resides in another country, and therefore may have difficulty in updating an old UK paper licence.

I did the same thing in the US a few years ago, in that I showed a Highway Patrol man in the US my UK paper licence - which completely confused him. (slow down sir)

I also may have used the same licence in Oz to hire a car - took the authorities there some time to track me down to NZ - still ignored the speeding ticket as there was a total lack of evidence. Been back since without any problems.

The upshot is that at least one person in the world has found a way to give two fingers to speed camera tickets without any consequences.

He would not be picking up the tickets in a UK plated car as they have no authority to get his address from the plate - must be hire cars.
