I have received a PCN from Ealing Council with photo evidence showing my Golf R entering a time restricted road - this took place on 12th August but has just arrived with an issue date of 24th September.

M car is leased so they probably issued an initial ticket to the finance company. but is there any particular statutory time limit for these to be received?

Also the fact that it was over 6 weeks ago makes it difficult to know who was driving - does that make any difference??

14 days to get it to the registered keeper - that is their only requirement.

no timeframe for contacting you with NIP

Fill it in and send it back.

It's not an NIP though, is it?

The OP could do worse than read this thread. There would appear to be a 28-day time limit to send out the initial PCN (in this case to the finance company), so I would guess that that requirement has been satisfied in this case. I would advise the OP to start a thread on PePiPoo and post a scan of the PCN with details removed. Councils are still often very poor at getting the wording of PCNs exactly right, and one slip-up in the wrong place gives the Evil Motorist an excellent chance of overturning a ticket.

(And the OP should be careful about which advice he listens to here...some is unintentionally wrong, while some is not-so-unintentionally wrong...)

One word of advice for that site.
Be 100% honest with them. They do not like being lied to under any circumstances
Follow to the letter what they tell you
The good posters are incandesenct Bogsy mad mick Dancing Dad, Gan Hcanderson, money saving mum( i think thats right) anyone with a posting level of 1k is ok.
