Only times I've had a problem, they were due to (different) local offices - and Swansea sorted the only one that needed to be escalated, quickly and painlessly. I don't mourn the closed offices...
I do, the Luton office gave a replacement tax disc for free. Ok so it was on the grounds the first disc was free, but the holder just dropped off!

The Glasgow office got me a numberplate back. Although under the circumstances the DVLA do this now, it pre-dated it being policy.

The Edgware office sorted out a new V5 from a very tatty one I was given when I bought the car.

V5 sent off in the post for change of keeper Tuesday evening (5th). Waiting for me when I got home today (12th). Not bad.

Luton were the oxygen thieves who took over a year to change the body type on a V5C. They inspected the car - twice, because they "lost" the report from the first inspection, then sent every single bit of correspondence to the wrong house number, despite the V5C and every single form or piece of correspondence I sent them having the right house number. It was sorted by Swansea in one phone call once they closed.
