My experience of dealing with these kind of people. Neighbour hits my car and doesn't even tell me, her car coloured paint mark left on my car with a dent. I decide to just leave it but for some reason she thinks I've grassed her up (possibly neighbour saw and asked her). She gets some tosser to damage my car. I have it all repaired, sell car I loved for a cheap runabout. Four weeks later she gets a brand new 20k toyota.
With that kind of neighbourhood I would take some of his money, bite the bullet for the rest and move on with your life. You can't choose your neighbours and they can make your life and your family miserable... I'd it's minor I wouldn't bother with the aggravation... it is wrong and it's your loss but puck your battles. By the sounds of it I would be more interested in moving to a nicer neighbourhood if possible... for all reasons
I hate to be the cynic here okay, but if his girlfriend is a heroin addict chances are he is too, and that means you're out of luck. You will not see a dime from him. On the other hand, starting something with him will most likely lead to nothing happening to you or your family, because addicts are only concerned with one thing and one thing only and that is getting their fix, depending on how deep they are in their addiction trust me they will think about doing things to you but will never get around to it. Think it's highly likely that reporting him will result in retaliatory vandalism and the like, that will be very hard to prove as such, and will result in two-thirds of dick-all in terms of recompense in the highly unlikely event you can pin it on him, leaving you even further out of pocket and in close proximity to a now deliberately antagonistic knobend?
