See how much money he offers you.

and then report it anyway.
yes

Get the money out of him (sounds like it's your money wasted on scum by the government anyway) then report him & enjoy watching the car get taken away.

If he's quite an unpleasant fellow and has similar friends don't be too surprised if random acts of vandalism start happening to your home or car if you dog him in.

If he's got no money for insurance you will get no money out of him for repairs, he will either give you about £30 and then stop paying or will just keep saying next week-next week.

Even if you report him what will the police do, prob nothing if its parked off road.

If the op reports the it as an uninsured driver having an accident then the police will be around rather quickly.

reporting an uninsured driver is one thing - reporting an accident involving an uninsured driver is much higher up on their priority list

Maybe so, lets hope the uninsured guy doesn't deny it making it very difficult for the plod to prove.

If the damage is minor take his offer of money which will probably never be forthcoming, occasionally chase it up. The fact he ows you money will pretty much guarantee this scumbag will avoid you for months and then the habit will probably stick long enough for 1 of you to move on

report him for drug dealing, that way he gets taken off the road and the link back to you isnt so obvious.

clearly when they raid his house (whether they find anything or not) they will likely go through all his paperwork and likely figure out for themselves that he has no insurance.

My experience of dealing with these kind of people. Neighbour hits my car and doesn't even tell me, her car coloured paint mark left on my car with a dent. I decide to just leave it but for some reason she thinks I've grassed her up (possibly neighbour saw and asked her). She gets some tosser to damage my car. I have it all repaired, sell car I loved for a cheap runabout. Four weeks later she gets a brand new 20k toyota.

With that kind of neighbourhood I would take some of his money, bite the bullet for the rest and move on with your life. You can't choose your neighbours and they can make your life and your family miserable... I'd it's minor I wouldn't bother with the aggravation... it is wrong and it's your loss but puck your battles. By the sounds of it I would be more interested in moving to a nicer neighbourhood if possible... for all reasons

I hate to be the cynic here okay, but if his girlfriend is a heroin addict chances are he is too, and that means you're out of luck. You will not see a dime from him. On the other hand, starting something with him will most likely lead to nothing happening to you or your family, because addicts are only concerned with one thing and one thing only and that is getting their fix, depending on how deep they are in their addiction trust me they will think about doing things to you but will never get around to it. Hope this helps

Take the money. Ring up crimestoppers no details need to be left. Move on and forget about it.

I'd put all my efforts on moving out of there instead.

This has to be a wind up!

How can any decent person even think it's OK not to report a non-insured driver?

Gobsmacked.

What do you think it would achieve?

You have to ask?

I'll assume you are serious for a moment - it will take an uninsured driver off the road hopefully.

What do you think people who don't have much regard for the law do when they find out who it was that turned them in?

Think it's ok not to report them? No, of course they don't, I don't think you'll find anyone here with that attitude. fk him.

Think it's highly likely that reporting him will result in retaliatory vandalism and the like, that will be very hard to prove as such, and will result in two-thirds of dick-all in terms of recompense in the highly unlikely event you can pin it on him, leaving you even further out of pocket and in close proximity to a now deliberately antagonistic knobend?

That I can see.
