Why no PCN/Fines for driving in closed lanes on motorway?

A red X means exactly what it displays. Why does it matter if the instruction overruns by a few minutes?

In what way is it logical to break the law because occasionally you see nefarious variable road instructions?
It's not logical or legal.

On a slightly different subject, fog warning matrix signs are often not switched off until literally hours after it's all gone away, accompanied by 40mph limits (I'm thinking of the M5 especially), would you slow to 40 if you saw one of these when most other traffic is travelling at 70+? Or are these signs simply 'recommendations'?

This is an interesting if different point. With a lane closed it's obvious to all what you should do (ie not go in the lane) and it's clear when people disregard it. With your example especially on two lane carriageways what is best to do? I try to slow to a speed that approaches what's displayed but also being mindful of the traffic flow around myself. There's no point me doing 40 if everyone else is doing 80, I just become an obstruction. If everyone slowed a little you'd get a uniform speed and nobody would suddenly come up on "an idiot" obeying the speed limit while your piling along at 80+

Depends - Inside a red circle - compulsary Anything else - advisory (at your own risk !)

https://www.gov.uk/government/publications/know-your-traffic-signs
Read page 89, In fact looking at many of the questions and the times they come up on PH a document similar to this should be stickied smile
Maybe this would help

As has been pointed out subsequently the signs on the M5 are advisory only unless in a red circle, for example the ones on the nearby M42 are compulsory. However, you shouldn't need them to make a decision for you. Idiots driving at silly speeds have caused some horrendous motorway pile ups in fog, so use your own brain when it's advisory. When the speed is compulsory, still use your brain to decision if it's still too high.

Oh no, use of a brain is optional when driving is it not? Advisory, not compulsory. biggrin

My question was would you slow to 40 when conditions were clear but the signs had not been updated, as I was unclear if they were advisory or compulsory, so thanks for the clarification.

Obviously when it IS foggy and the signs have NOT yet been activated it doesn't mean "yay there's no 40 sign, let's pile on through at 90..."

Oh and...

...I assume you mean going too fast, not idiotically slow? wink
