No it doesn't. That page you linked to said that it often happens. The legislation makes no demand on the accompanying person to be insured.

Slightly OT, years ago I was supervising a learner on regular occasions. I wasn't insured to drive her car at all & the one a cop spoke to us (young people out at night etc) he didn't see an issue.

Slightly OT. My longest driving lesson was when the instructor fell asleep and I kept going away from base for about an hour. He wasn't best pleased when he woke up and we had an hours drive back again. I didn't realise it was illegal though! Would it have been me who got prosecuted or him?
