I have not claimed I was doing anything.

What I am annoyed at is I was not parked when it is alleged I was.

I was in a traffic jam and I saw a guy stopping his car on the other side of the road. He took out an elderly person and took them into their home. He must have been gone a couple of minutes at most. I saw this inspector issuing a ticket to the car.

I felt this was really unnecessary. I shouted at the inspect when my car was closer however the inspected did not hear me. I therefore took my car to the other side of the road and pulled alongside the inspector. I was in my vehicle whilst the inspector and I had a conversation about what had happened to the parked car. He refused to cancel/stop the ticket and I got annoyed and called him a heartless so and so.

He responded by saying he will give me a f-ing ticket... I laughed at him and said 'best of luck you git'.

This is why I am completely stuffed. I clearly was not parked. Yes I had heated words with the officer but only because it was not right to ticket the guys car.

Yes you were.

Your reasons may well have been noble, but you were still parked.

There is no photographic evidence. They cant provide it as I was not parked, hence I am insisting on it. I also want the photo to clearly show the registration of the vehicle as I do not have faith they will do things the right way.

The officer was acting out of anger rather than acting inside the law to issue a ticket on valid grounds.

I think this is what I am trying to work out. Was I illegally parked... I was not parked up on the side of the road. The engine was on and the conversation was less than 1 minute.

On this basis everyone in the traffic jam should be issued a ticket for being illegally parked!!!!

Around here (Chesterfield) they take several photos, one of which is of the nearest sign.

Yes you were, on the wrong side of the road. Unless it's a one way street, although that might still be illegal.

And? What's that got to do with it?

Not really as they'd be crawling along in slow moving traffic, of which there is very little in the photo, whereas you were parked at the side of the road arguing with a traffic warden.

Observation times vary from council to council, and if it was an instant, then a lot councils consider the PCN as issued the minute the VRM and contravention code is inserted. If the driver refuses the ticket or drives off then it will noted as such in the officer's notes and will be served via post.

Also, the officer will no doubt be wearing a body cam, which will have recorded the whole incident. Some contracts want the cameras switched on at all times, some just when issuing or conversing with the public.

I bet Loon & BV would have had a field day with this one.

Driver pulls over to give a traffic warden some verbal over a perceived injustice and gets a parking ticket for his efforts.

That is funny though, maybe better for the OP to let the warden get on with his job and mind his own business.

I agree, he should have shouted it from his moving vehicle rather than stopping (parking) biggrin

Are we all agreed that parking to allow boarding and alighting, for a period as long as is necessary ( ie going with or collecting a disabled person, small child or vunerable person) is exempt from parking restriction on yellow lines ,but not IIRC on a red route?

A friend of mine tried to be clever because he drove away before the ticket was issued.
Whilst the warden didn't manage to get a picture the council was sufficiently pissed off at him that they obtained CCTV that showed he was parked for a period of time.

IIRC wasn't there a change so that it was no longer necessary for the PCN to be fixed to the offending vehicle?
I think you are right, there is no need for the ticket to be fixed to the car.
Yes, he is. The Civil Enforcement of Parking Contraventions (England) General Regulations 2007 Section 10(c) - http://www.legislation.gov.uk/uksi/2007/3483/regul...
So your evidential request #2 won't fly. Which Local Authority issued the PCN btw?

I have appealed. I am sure they will turn down the application.

I will of course take it further. On the back of the second appeal I will pay if I am required to.

Thanks for some of the comments above.
You didn't answer my question about the LA though.
Also, can you confirm the contravention code please?
I assume it was 01 but certainty would be helpful.

There is no mention of a contravention code. I thought that was odd.
