You are sadly misinformed (or in other words: utter bcensoreds).
See: Section 10(1) of The Civil Enforcement of Parking Contraventions (England) General Regulations 2007
http://www.legislation.gov.uk/uksi/2007/3483/regul...

The OP might be be able to argue his case under Section 10(2). No guarantees though.
Sorry, I need to check, I will be back home tomorrow. It is quite important. I am not sure how i missed it.

Sorry to drag my heals on this.

The CPE was probably wearing a body mounted camera so he will have observed you, it's going to be messy and costly to defend but carry on by all means.
I am hoping he was. I might help! It should show I was not parked up. Let's see what evidence they come up with if any.

OP ignore all the bo*locks from people, I'd fight the ticket too based on that evidence, even if I did park there for 1 minute and knew I was in the wrong.

I was away on business and did not have access to the letter.

I also have not received any response yet either from the council.

Red Devil... I am not after your sympathy!

The letter I received did not give a code for the contravention. I have stated that previously a few times.

It appears councils have 56 days after they receive an appeal to respond. Takes it to the 11th March.

Worth giving the guy just doing his job some verbal was it?
Asking someone not to ticket a chap helping an old lady into a house is always worth it.

Folks like you do nothing, this is what makes this world a selfish horrible place to be.

BTW you are one of the trolls I was referring to. You added no value and just made stupid digs. I can't be bothered to waste my time with folks like you.

Out of interest what difference does knowing the borough make?

Yep. Let them.

Question still stands, why did you want to know the borough?
