Perhaps the subject of the photo works in a sensitive occupation and/or has been the subject of harassment. Someone mentioned Cuadrilla, so maybe he works for them and has been instructed to challenge and report behaviour which seems out of place. Yet the Bibs bothered to investigate. Searching for the OP's address from the DVLA etc. Yet somehow the OP is at fault not the fking time wasting of a Neanderthal who is the one who deserves all the scorn here.
For those of you giving the OP a hard time - shame on you. He is allowed to be weird. He is allowed to take photos of people.
