No return within...

If a parking sign says "max stay 3 hours, no return within 2 hours".

Does that mean I can park as many times as I want (park, leave, return, etc.) as long as I don't exceed 3 hours parking within a 5 hour period?
Or is it "Do not enter this car park twice within 2 hours even if you are only dropping someone off"?

I read those as "must have a 2hr gap between any 2 visits and no single visit can be more than 3 hours long".

You can park for up to 3 hours.

However, whenever you decide to leave, you can't come back and park until at least 2 hours have passed since you left.

Always worth checking with on-street parking as the rules usually apply to zones, which can cover several streets, or indeed be a different zone on opposite sides of the street(!)

Keep your receipts showing you made purchases both times, then challenge it if it turns up.

It's to stop you topping up your ticket with more time without going anywhere. That's what I've always assumed.

I understood it to be on the basis that the planned patrolling by parking enforcement was more than length of stay permitted therefore the no return clause makes it easier to ticket vehicles seen on two trips round ...

Obviously a contract can't be formed with a vehicle so all you have to do is prove different people were in charge of such at each time..or the persons trying to enforce the contract do..

In this case that cant be the case. If park for 30 minutes I can then be back 2hr later at 2hr 30, at that point you haven't even left if you are there for 3 hours. But I could come back at the 4 hour point instead of 2hr 30 and be in the rules you wouldnt.
