DVLA Letter for confirmation of previous address

Hi, I received a letter this morning from the DVLA asking that I formally confirm if I resided at an old address? My licence was held at that address for 8 years so their own records should confirm this. I also had a car registered in my name at that address.
I've tried calling the number on the letter but it's constantly 'busy'...
The declaration on the letter states 'I understand that it is a criminal offence to make a false declaration to get a driving licence and to do so can lead to prosecution'.
The FREEPOST return envelope states an employees name and 'Courts D9' on it???
I've held my licence for 20 years and have never received anything like this in the past?
Any help or advice would be appreciated!

I beg to differ. The form for exchanging a foreign licence is a D1. You surrender the foreign one with your completed application.
