A reduction in budgets has consequences. 999 is more important than 101 thus resources are allocated to it.

I think in the case you refer to, the police officer concerned was made to feel silly.

Plumbers often make me feel very stupid normally after having just been ripped off by the size of their bill. Though in that case it's my cash directly that's paid for the disappointing service.
