so why increase the admin burden of legitimate red users by makingthem use white and claim it back ... the only thing that really works for is buses where some service use is rebatable and private hires / contracts and other service work isn't...

would that be the ones using fuel cards mainly ?
the ones who have sufficient number and density of depots and volumes to be able to bunker their own fuel and have their own secure fuelling points ?
