Haha, it's a "grey area" in my eyes (as well as NSLs in general). I did the RoSPA bike test with a former police bike copper as the examiner. The NSL was a bit of a "grey area" for him as well.
Though not if you ever ask a direct question about it obv.
Happened to me exactly, NSL road, clear, dry, light traffic, and a line of 3 old biddies pottering along at 35-40mph, until the rounded a left hand 60 degree bend and saw the camera van on the mile long straight. I thought "bugger this" and overtook them all, in a quick, safe manner ( no oncoming traffic and full vision (including the camera van)).
Subsequent post that arrived cited 73 in a 60, and got me an afternoon session on a speed awareness course.
