Council mower hit my car - on dash cam - what to do next?

I want nothing but the truth and of course if he definitely did not contact my car then I will not make a claim. You already made a claim when you filled out the claim form would you like a spade ?
Line of mower suggests it misses by a foot to 18". It looks like impact damage - i.e. whatever hit your door did so from an angle of 90 degrees and not as a glancing blow.
If it did occur there then, as others have suggested, it's likely that someone took exception to what many would consider inconsiderate parking.
Suck it up, move on and don't try and lay it off at the operative's and council tax payers expense.

I genuinely doubt that people who are attending church (especially "older people"), would deliberately damage a car on their way into the church TBH.As others have stated, the footage clear shows that there's no way the mower-man could have caused the dent to the car as he is never close enough to the car, and there's nothing on the mower that is at the right height to cause the damage anyway.
Added to that, looking at the damage, there is a small scratch/scrape mark on the crease line just below the dent, but there are no lateral scratches/scrapes along the dent itself, the paint hasn't been broken or marked in the dent itself, and the dent is quite deep.
My money would be on this being the result of someone opening a car door in a car park somewhere, next to the OP's car, and their rubbing strip/door trim has pushed into the door causing the dent.
So Beeby: Are you going to go ahead with the claim against the council or not?

The mower is quite loud, although I'd still expect the audio to pick any stone / object impact up, especially as the door panel would 'amplify' the sound.

I don't think it's possible to definitively say the mower didn't cause the damage through throwing something up, but it seems less likely than more likely to me.

The damage is not consistent with that hypothesis IMOOP mentioned small scratches in addition to the dent and a stone with enough power to cause that dent would not leave such a clean indentation
Even if it had, would the Council be liable?

Looking at the position of the car and the drain cover, the mower is exactly level with the cover when we hear the noise.
The damage, the noise, the mower's position, the operators reaction (or lack of), all say that the mower didn't cause the damage.
Oh what a bunch of really nice people the poor OP has encountered on PH.
If you watch the video again carefully, you will see that the mower hits the car after it has turned around and comes back, not on the first pass.
It is clear that the rear of the mower is at about the right level, and the car moves subtly, as you would expect for such a slight damage/contact.
