He sounds charming.

In response to "you can't afford a boundary dispute" I'd ask if he could afford to replace the fence every time it "blows down".

Seriously though, that's not a boundary dispute that sounds more like criminal damage and trespass.

You could check the plan for his house as well just to make sure it doesn't show the boundary as being his responsibility - then you can do what you like. [You can obtain his title number by doing what's called a "map search" on the Land Registry website, if you don't already know it.]

My own title plan looked the same as this, I had to go back to the deeds to get detail on who was responsible for boundaries, you can apply for a copy of deeds if you haven't got one (think it is about £7).
