Think you will find anyone can driver a marked police car with blues, seen mechanics driving them. I drove a fully marked 2.8 Galaxy police spec whilst the master tech at our ford dealer had his laptop monitoring for issues. Police staff who aren't sworn officers, can normally drive one (without emergency equipment activated) after just a basic check drive. My force don't give PCSOs any training bar a check drive and this button does blues if at a scene and not moving if authorised to use.

Quick update, the camera operator has been sacked due to improper contact and using foul language and operating from a private driveway (conversation was recorded)
Thank you all for your support, I am now on a mission to get every mobile camera van operative sacked, all it takes is a little wind up and they take the bait....

How can you tell he wasn't a police officer?
Never heard of plain-clothed police officers?
And maybe the reason that he wasn't in uniform is that he's not out "on the beat" so not really in the public eye, and it would be a lot more comfortable to wear a t-shirt and shorts inside a scorching hot van, than full police uniform?
