I am aware that number plates with those awfull logos on the left hand side (football club badges, vehicle logos etc) are not road legal.

Is there any offence or breach of guidelines in having a small sticker on a number plate that does not obstruct or obscure the letters?

You are not allowed to display any flag or symbol other than the European flag or the uk national flags. Why do you think that it is somehow OK to display a symbol because it is not permanently attached?
No is the answer.

https://www.gov.uk/displaying-number-plates/flags-...
"4. Flags, symbols and identifiers
Flags and national identifying letters
You can display one of the following flags with identifying letters on the left-hand side of the number plate:

Union Flag
Cross of St George
Cross of St Andrew - also known as the Saltire
Red Dragon of Wales
The letters, or national identifiers, you can have are:

GREAT BRITAIN, Great Britain or GB
UNITED KINGDOM, United Kingdom or UK
CYMRU, Cymru, CYM or Cym
ENGLAND, England, ENG, Eng
SCOTLAND, Scotland, SCO or Sco
WALES or Wales
You’ll still need a GB sticker when travelling in Europe if you display one of these national flags and identifiers.

The flag must be above the identifier. You can’t have the flag or letters on the number plate margin, and neither can be more than 50 millimetres wide.

Euro symbol
If you display the Euro symbol and Great Britain (GB) national identifier on your number plate, then you won’t need a separate GB sticker when travelling within the European Union.

The Euro symbol must:

be a minimum height of 98mm
have a width between 40 and 50mm
have a reflective blue background with 12 reflecting yellow stars at the top
show the member state (GB) in reflecting white or yellow"

If it doesn't impinge on the legally required margins around the characters, then it shouldn't be an issue.

Ever seen a French/German/Swiss/UAE/Spainish car with the relevent country indicator badge recently?

Nah, neither have i - and Ive driven across Europe for the past 4 years without a GB badge on my car or with EU plates (Which I refuse to have on my car). Its not an on the spot fine crime (such a speeding in France) and therefore due to the non agreement for cross border road offences we have with the rest of europe not legally enforceable.

IF you want to show a GB sticker on your car, then by all means fill your boots - but its simply not needed or legally enforceable.

Let us know how that^ goes next you get pulled over in France and you're given the choice of paying an on-the-spot fine or having your car impounded.

Ok, so would it be legal to have a UK number plate about 2" narrower than usual (leaving enough space for numbers spaced correctly)

Then having a small rectangular plaque to the left of the plate, about 3" wide, the same height as the plate, showing whatever you like?

One of the cars at work has german fonted plates on there BMW with (D. Since they get no issues and can get an MOT, why worry.

amount of cars i have seen in the past month without mot's i don't think police have the energy to bother with it anymore.

I have a 6 digit plate on my car & am allowed to fit a smaller width plate than standard sized plate because of the width reduction of the letters & numbers to a 7 digit plate.
I use standard sized plates on my current car as the car has mounting points for the plates & fitting the smaller plates looked silly.

The standard width plates are fitted with a emblem at the left hand side of the plate that isn't on the approved list of emblems allowed on the number plates but have never had a problem with either the police or at mot time. The number plate area where the registration number is displayed is the legally allowed size for the number combination so its like fitting a smaller width plate with a sticker in the gap between the end of the plate and the shaping where the number plate mounts.

And the great thing about these plates:

1. The owner thinks it looks good.
and
2. The owner doesn't think he is a cock.

Good luck with that one.

Don't need any luck the reduced width plate is legal as the letters, spaces & borders are the required sizes.
Never had a problem & the plates have been on a few cars over the last 7 years at least.
