Would it be possible to do both a careful & safe burnout? Apart from the acrid smoke, which may be an environmental issue, I don't see how this is dangerous..
I thought that the way the old bill thought is that if you loose traction, whether it be a wheelspin/drift/burnout, your not in proper control of the vehicle.

What matters is how the 'notional' competent & careful driver would view it & how it compares to the standard expected of said driver.

The Herts police video is a short amalgamation of a much longer set of videos. While the burnout may not be regarded as dangerous by some it does have its dangers and does, for many fall far below the standard of driving that is expected of a careful and competent driver.
Let's face it, the danger that damage to property has been realised, his tyres for one are damaged and the bike may well have been driven on the road afterwards...even at high speed...there's the danger.
You do have to think beyond what you see sometimes.
