Is there a maximum time after an incident that a ticket should be issued?
A friend has received a Bus Lane Enforcement Charge Notice that has been issued 3 months after the date of the alleged offence.

Do these have to be received with 28 days?

Is he the registered keeper, or was the offence close to the date of a keeper change?

In short, yes they should be issued within 28 days unless he was driving a lease vehicle, or if the DVLA information is wrong or delayed. They have up to 6 months to issue though - http://www.legislation.gov.uk/uksi/2005/2757/regul...

Guys,

This is a bus lane fine. No point, not criminal.

As far as I am aware there is no x day limit (well there is - but its years)
There is no S172 / NIP requirement.

Its just a fine - 3 months, 6 months later - whatever

Correct me If I am wrong

You have to admire the chutzpah displayed here. If an agency of the state (DVLA) is dilatory in responding, another organ thereof (LA) is given an inordinate amount of extra time to still pursue you. There is seldom any leeway granted to the individual citizen.
